Construction firm selected for North Meadows Extension

The firm that will head up construction of the North Meadows Extension between The Meadows and U.S. Highway 85 and Interstate 25 has been selected.

Town Council on Tuesday unanimously approved a $175,000 agreement with Edward Kraemer & Sons Inc. for construction management/general contractor services for the project. This construction approach brings the contractor in during the design phase of a project in order to effectively attain goals.

The final design of the project is expected to be complete by January 2013. Construction is anticipated to start in spring or summer 2013 and to be completed in fall or winter 2015.

Kraemer, a national firm with a regional office in Castle Rock, was selected from among seven potential contractors. The company in 2009 reconstructed the Plum Creek Parkway/I-25 interchange as part of the Town’s Southwest Arterial Connection Road project.

The North Meadows Extension will connect from the current end of North Meadows Drive (near Castle View High School) to U.S. 85 at Castlegate Drive and to I-25 about 1 mile north of the Founders/Meadows Parkway interchange. Initially, the interchange at U.S. 85 will include only the north ramps – a southbound off-ramp and northbound off-ramp. The south ramps and the additional two lanes of the extension will be constructed in the future, when traffic conditions warrant.

The new road is needed to provide a second northern access for The Meadows. It will relieve traffic congestion along Meadows Parkway, including around the existing I-25 interchange.

The project has been worked on since voters approved the Transportation Action Plan bond issue in 2005. (The Southwest and Southeast Arterial connection roads also were part of the bond issue; those projects were completed in 2009, using $10 million of the $30 million in approved bonds.)

The estimated cost to design and build the initial two lanes of the North Meadows Extension, including right of way, is $48 million to $50 million. The remaining $20 million in TAP bonds will be issued, and the rest will be funded through the Town Transportation Fund and by contributions from Douglas County and the Colorado Department of Transportation. An independent cost estimator will be hired to help ensure that the Town is getting the best possible value in using the construction management/general contractor approach. A guaranteed maximum price will be agreed upon before the project’s design is complete.

Also recently, Town Council decided that the North Meadows Extension will cross over the BNSF Railway tracks northwest of Castle View High School rather than under the tracks.
